Notes: "GPIO" counts are usable pins on a typical dev board and vary by form factor - SuperMini / XIAO / QT Py styles trade pins for size. Logic is 3.3V on every board here except the classic Arduino Uno / Nano (5V). ESP32-C3 and several C-series chips have no DAC and no capacitive touch. All boards support the Arduino IDE / PlatformIO; ESP and RP2 boards also run MicroPython, and RP2 / Espressif have their own C SDKs. Official Arduino Uno R3 and Nano are pricey because you pay for the brand - functional clones are a few dollars. Prices move around, so treat them as ballpark.
